I have cut an old school paddle down before with a chop saw with a normal carbide blade. I put some masking tape around the paddle first just to make sure that it didn't splinter.

If you fit it you might look for a used Explorer or a Cetus. Used boats do a great job of holding their value.
As from going from a 13' to a 17' foot boat as long as you edge to turn you should be fine. Be safe and have fun with your new boat!

Salt Water fishing license.

Starting this year a fishing license is required to fish in salt water.

In 2010 it's a free license that's multi state:

Starting in 2011 MA is going to require $$$'s and most other states will require separate registration.
